CGPDTM and Director General of WIPO signed Cooperation agreement on 5th October 2017 at Geneva Switzerland to facilitate the exchange of data between these offices including Indian Patent documents, search and examination reports through WIPO CASE and WIPO Digital Access Services (DAS) to make priority documents available electronically. The Agreement covers cooperative activities for the improvement of IP business services at the Office, including projects for digitalization, data capture and data quality improvement, data exchange for the dissemination of IP information, provision of business systems by WIPO for digitization, document management, online search and any related systems or modules and creation of national and/or regional lP databases. The agreement will also facilitate India to become a despositing office for WIPO CASE thus enabling the office to make available the search and examination reports of Indian Patent applications. The agreement also envisages the regular data exchange between WIPO and IPO.

Shri O.P. Gupta, Controller General of Patents, Designs & Trade Marks and Mr. Masayuki Koyanagi, Deputy Commissioner of Japan Patent Office signed biennial action plan for 2017-2019.

Shri O.P. Gupta, Controller General of Patents, Designs & Trade Marks and Mr. Masayuki Koyanagi, Deputy Commissioner of Japan Patent Office signed the biennial action plan for 2017-2019 on 24 th May, 2017 at Mumbai on cooperation between the office of CGPDTM and Japan Patent Office under Memorandum of Cooperation on Industrial Property. The said biennial action plan aims at exchange of information on search and examination practices, organizing awareness in both countries to facilitate promotion, creation and commercialization of IP Assets besides training courses for newly recruited examiners, other officials, persons engaged in IP related matters in public organization, academic institutions, R & D Institutions, Startups, MSMEs, and newly registered patent agents, etc.

8th BRICS HIPO ( Head of Intellectual Property Offices ) Meeting at, NEW DELHI 6th & 7th April, 2017.

The 8th BRICS HIPO (Head of Intellectual Property Offices) meeting was held at New Delhi under India’s Chairmanship. The meeting was chaired by Shri O.P.Gupta , Controller General of Patents , Designs and Trade Marks and GI. All Head of IP offices from the BRICS countries led their delegation in this meeting. Altogether 17 participants from BRICS countries participated in the said event. Shri Rajiv Aggarwal, Joint Secretary, Department of Industrial Policy and Promotion, Ministry of Commerce and Industry, Government of Indiadelivered the keynote address.

The meeting reviewed the progress of IP cooperation between the BRICS countries in the past years and also deliberated and adopted documents within six cooperation areas based on the BRICS IPR Cooperation Roadmap programme.During the year India successfully conducted BRICS Examiners Training program and Coordinators meeting at Nagpur, besides 7th BRICS HIPO Meeting at Geneva on the sidelines meeting of WIPO General Assemblies.

During the two days meeting, the BRICS IP offices held talks on topics such as “Exceptions and Limitations” & “Markush Structure related Inventions”; “IP and Development” and also exchanged views on subjects such as joint comparative studies on specific topics of IP law and IP distance education, IP Classification,Traditional Knowledge, common views on the issues of working committee meetings at the WIPO and other international fora etc. After the two days deliberations, the BRICS IP offices unimousely adopted and signed the summary report of the meeting.

On the sidelines of this two days meeting, CGPDTM-India also conducted three bilateral meetings with Rospatent-Russian Federation, INPI-Brazil and SIPO-China respectively. The bilateral meetings were held on cooperation activities in areas of examination of IP Applications and IP training and expert exchanges in automation, data exchange protocols, ISA/IPEA, TKDL database etc.
